Anthropic has announced significant changes to its Claude model billing structure that will take effect on June 15, 2026. The company will separate interactive usage from programmatic access, with each type of consumption having its own dedicated budget and billing methodology.
"We've heard your questions about SDK and claude -p usage sharing your subscription rate limits with Claude Code and chat," Anthropic stated in a social media announcement. "Starting June 15, programmatic usage gets its own dedicated budget instead. Your subscription limits don't change, they're now reserved for interactive use."
Under the new structure, subscription usage will only apply to interactive use of Claude Code, Claude Cowork, and Claude.ai. Interactive mode is defined as scenarios where a user types a prompt and receives a response—essentially any interaction with a human in the loop. Programmatic interaction, whether through Anthropic's own Agent SDK, headless mode (claude -p), or third-party tools, will be counted against a separate usage pool.
The programmatic usage pool will be funded by a credit equal to the customer's subscription fee. For example, a Pro subscriber paying $20 per month will have two separate token supply chains—one for interactive usage limited by their subscription, and another for programmatic usage funded by a $20 credit. However, programmatic usage will be billed at higher API rates compared to the flat subscription rate for interactive use.
If the programmatic credit is exhausted, any additional tokens will be billed through an "extra usage" allotment at standard API rates, which may occasionally be discounted. This extra usage exists primarily as a mechanism to prevent sudden service interruptions and to allow customers to set spending limits.
The changes address concerns raised by customers about how Anthropic's previous restrictions were being enforced. The company had previously disallowed using Claude subscriptions with third-party harnesses—applications like OpenCode that coordinate communication with the backend model—though enforcement had been inconsistent.
In February 2026, growing interest in OpenClaw, an open-source agent platform that encourages long-running, token-intensive tasks, prompted Anthropic to strengthen its enforcement against using third-party harnesses with Claude subscriptions. However, customers questioned whether restrictions applied to applications built with Anthropic's own Agent SDK and to headless mode usage.
A critical aspect of the new billing structure is that unused programmatic credits will not roll over to subsequent months. Anthropic refers to this credit using a dollar sign, but it's not redeemable currency—it represents value that has already been allocated. Customers seeking maximum value from their subscription will need to carefully calibrate their programmatic usage to consume the full credit each month without exceeding it.
These changes come despite Anthropic's recent announcement of a deal with SpaceX to obtain compute capacity from its Colossus 1 datacenter, along with the removal of peak-hours usage restrictions, which had led some developers to hope for more lenient usage policies. The latest subscription limitation indicates that Anthropic remains focused on managing consumption as demand for AI inference continues to outpace supply.
The AI industry as a whole has been attempting to shift customers toward metered API billing and constrain consumption of flat-rate subscription tokens, with Microsoft's GitHub Copilot implementing a similar transition. Anthropic's latest move represents a significant step in this direction, fundamentally changing how developers can access and utilize Claude models in automated workflows.
