Microsoft has unveiled Work IQ, the intelligence layer that powers personalized experiences across Microsoft 365 Copilot. This foundational technology understands context, relationships, and work patterns to deliver faster, more accurate, and more secure AI assistance than systems built on connectors alone.

Work IQ operates through three integrated layers: data, context, and skills & tools. Let's examine how each component works and what's coming next.

Multi-Model Foundation

Before diving into Work IQ's architecture, it's important to understand Microsoft's approach to foundation models. Microsoft 365 Copilot integrates leading models from multiple providers directly into experiences. Users can choose between OpenAI and Anthropic models in Copilot Chat, with additional providers coming soon. This multi-model strategy means Work IQ can complement these advanced reasoning capabilities across all Copilot experiences, not just specialized tools.

Data Layer: The Foundation of Understanding

The foundation of Work IQ is secure access to structured and unstructured data across Microsoft 365, Dynamics 365, Power Apps, and Power BI (coming soon). Your Microsoft 365 tenant data provides Copilot with a foundational understanding of individual and collective work.

This data includes:

  • Permission-based content from SharePoint and OneDrive (Word, Excel, PowerPoint files)
  • Outlook emails and Teams meetings/chats
  • Rich metadata and signals describing patterns of action, activity, collaboration, and communication

Customers can also ingest business data from other systems using Copilot Connectors, choosing from hundreds of pre-built connectors or building custom ones. Later this month, Microsoft 365 Copilot will embed directly within Dynamics 365 Sales and Customer Service as an in-app experience, similar to Copilot in Word or Excel.

This integration enables Copilot to reason across both productivity data and business data from systems of record. For example, Copilot can now answer complex questions like "Help me evaluate how issues raised by my parts supplier in our Teams call last week might impact my inventory and sales in the coming months" by connecting business communications with business data.

Context Layer: Beyond Basic Grounding

While implicit grounding in Microsoft 365 data provides baseline understanding, Work IQ adds an evolving layer of insights that enhance Copilot's speed and accuracy. This layer helps Copilot learn how people and businesses work - their skills, important projects, collaboration frequency, reporting relationships, critical workflows, and communication velocity.

Copilot's memory system further personalizes experiences through two mechanisms:

Explicit memory: Users create custom instructions or saved memories. For example, a user might add "Only provide responses in active tense" or prompt Copilot to "remember that I do not like responses in passive tense."

Implicit memory: Copilot infers insights from chat history and other activities across Teams, Outlook, Word, Excel, and PowerPoint. As this body of insights grows, Copilot provides increasingly personal responses and actions.

The semantic index enhances data understanding by enabling meaning-based retrieval rather than simple keyword matching. This produces relevant candidates for downstream processing while respecting existing security policies, sensitivity labels, and tenant boundaries.

Business Understanding and Ontologies

Microsoft is adding business understanding to Work IQ through ontologies and glossaries that capture procedural knowledge from existing business workflows. This semantic layer gives Copilot expert understanding of tasks performed by people, teams, customers, suppliers, and other business entities.

Skills & Tools: Specialized Capabilities

Work IQ includes agentic skills that provide specialized instructions to Copilot and agents. These skills help perform specific tasks with greater speed and accuracy - scheduling meetings, finding data from external sources, or accessing meeting details and transcripts.

Tools execute against the intent of agentic skills. Microsoft is developing custom toolsets using MCP server tools, agent flows, APIs, and plugins to help Copilot observe, retrieve, reason, and execute while respecting governance policies.

Security, Privacy, and Compliance

Work IQ inherits Microsoft's enterprise-grade security approach. It respects existing user permissions, security group assignments, sensitivity labels, and Data Loss Prevention policies. The system complies with GDPR and EU Data Boundary requirements, maintaining the same privacy standards as other Microsoft services.

Experiences and Extensibility

Licensed Microsoft 365 Copilot users experience Work IQ across Copilot Chat (with Work toggle activated), Copilot in M365 apps, and Dynamics/Power Apps. Microsoft plans to unify Work IQ experiences across all licensed surfaces in the coming months.

Developers can integrate Work IQ through the Work IQ API, which exposes Copilot intelligence via RESTful interface. This enables building agents grounded in live work context while inheriting Microsoft's enterprise-grade identity, security, and compliance. The API enters public preview later this month, with CLI support available now and MCP/A2A support coming soon.
