Microsoft's new Azure Copilot Migration Agent provides AI-driven planning and assessment for cloud migrations, addressing enterprise pain points around fragmented tooling and manual processes, though it remains limited to planning rather than execution.
Microsoft has unveiled the Azure Copilot Migration Agent, an AI-powered assistant designed to streamline the early stages of cloud migration planning. The tool, now in public preview, integrates directly into the Azure portal and builds upon existing Azure Migrate data to help organizations assess, plan, and prepare for moving workloads to the cloud.

The Migration Planning Challenge
Enterprise cloud adoption often stalls not because of technical barriers, but due to the complexity of pre-migration planning. Organizations struggle with fragmented tooling, manual assessment cycles, and the daunting task of inventorying large on-premises environments before any actual migration begins.
A recent Flexera State of the Cloud Report underscores this challenge: 84% of organizations cite managing cloud spend as their top concern, with budgets exceeded by an average of 17%. The Migration Agent directly addresses this pre-migration bottleneck, aiming to accelerate the planning phase where many projects lose momentum.

Agentless VMware Discovery The tool can discover VMware environments without requiring direct Azure connectivity or network topology changes. It generates comprehensive inventory reports, dependency maps, and provides 6R (six right) migration recommendations—covering options from rehost to retire.
Offline Data Collection A companion tool, the Azure Migrate Collector, supports offline inventory collection for environments where Azure connectivity isn't yet established. Automated Landing Zone Creation The agent can generate Terraform or Bicep templates aligned with Microsoft's Cloud Adoption Framework. Important Limitations
Despite Microsoft's announcement describing the agent as "publicly available," the reality is more nuanced. According to 4sysops, an IT professional community, the agent "is currently in public preview" with several critical limitations:
- Planning-only scope: The agent cannot execute actual migrations. Replication, test migrations, and cutover operations still occur in the Azure Migrate portal, not through the agent.
- Workload restrictions: Full end-to-end planning support, including landing zone template generation, is currently limited to VMware workloads. Hyper-V and bare-metal environments receive analysis and strategy guidance only.
- Tenant requirements: The agent is unavailable to tenants using Bring Your Own Storage for Copilot conversation history, and the Agents preview must be explicitly enabled at the tenant level.
Competitive Context
The planning-only boundary becomes particularly relevant when compared to AWS Transform, launched in May 2025. AWS's approach deploys specialized agents that extend beyond planning into actual execution, including dependency mapping, code refactoring, and database migration.
Both cloud providers are competing for VMware customers unsettled by Broadcom's post-acquisition licensing changes. The scope of automation represents a meaningful differentiator for organizations evaluating their options.

Mohamed Salah, Cloud Solution Architect at SoftwareOne, highlighted a practical benefit on LinkedIn: "A particularly interesting part is the Azure Migrate collector, which can collect inventory and performance data locally without requiring direct connectivity to Azure. Salah also noted that GitHub Copilot integration addresses a structural problem in large transformation programs where fragmented tooling and slow handoffs between assessment and development teams cause momentum to stall.
Availability and Pricing
The Migration Agent is accessible via Azure Migrate in the Azure portal under "Accelerate migration," provided the Agents preview has been enabled for your tenant. Azure Copilot's agentic capabilities are currently free during preview, though Microsoft has indicated that agent pricing will be confirmed at a later date.
The planning capabilities are real and substantial, but the execution gap means human-driven migration workflows remain firmly in scope. Organizations should view the tool as an intelligent planning layer that accelerates assessment and preparation rather than a complete migration solution.
