DXC Technology has won a contract worth up to £1 billion to overhaul the Metropolitan Police's business processes, including migrating from Oracle E-Business Suite to Oracle Fusion SaaS.

DXC Technology has secured a major contract with the Metropolitan Police Service (MPS) valued at up to £1 billion to transform its business process outsourcing services and migrate to a modern Oracle Fusion SaaS platform. The deal, awarded to EntServ UK Limited operating as DXC Technology, encompasses enterprise resource planning (ERP), resource management, and business process outsourcing services under the Met Business Services (MBS) banner.

Contract Scope and Timeline

The contract represents one of the UK's largest police force technology modernization efforts. DXC will support the current Oracle E-Business Suite while serving as systems integrator for the transition to Oracle Fusion SaaS on a completely new architecture. The contract notice indicates a potential ten-year term, including two years for design, build, transition, and implementation, followed by five years of service delivery, with options for two additional years and up to one year of termination assistance.

Financial Details and Market Impact

While initial projections capped the award at £370 million based on pre-market engagement and expected automation improvements, the final contract value reached £1 billion. This increase allows other associated organizations to access the services, though specific authorities have not been disclosed. The Metropolitan Police, with an annual budget of approximately £3.8 billion, began seeking a new service provider in December 2024 to replace its existing arrangements.

Replacing the Incumbent System

The new contract replaces Shared Services Connected Limited (SSCL), owned by Sopra Steria, which has supported the Met's P-SOP system—a policing version of Oracle E-Business Suite—since 2015. The original SSCL agreement was valued at £234.5 million over ten years, with expected savings of £101.4 million. However, the Met increased the contract value by £89 million in 2019 for "volumetric changes" and added another £105 million, bringing the total to £428.5 million before its scheduled 2027 end date.

The business case for the new contract, approved in January 2023, highlighted that the existing system requires 55 separate interfaces, including connections to other legacy systems, creating significant complexity and maintenance challenges.

Strategic Implications

This contract represents a significant win for DXC Technology in the UK public sector, particularly given the company's recent challenges in other regions. The deal positions DXC to deliver comprehensive managed services for HR, finance, and commercial operations, including technology enablement, process optimization, and service delivery for the UK's largest police force.

The Metropolitan Police employs approximately 46,000 officers and staff, making this one of the most substantial technology modernization projects in UK law enforcement. The move to Oracle Fusion SaaS aims to streamline operations, reduce interface complexity, and provide a more flexible platform for future growth and integration with other public sector organizations.

The contract also includes provisions for DXC to serve as a "Master Vendor," bearing full risk for all subcontractors while maintaining the ability for the Met to enforce supplier contracts directly through third-party rights in subcontracts.
